Basically, truing, is adjusting the nipples in the rim of the wheel, tightening or loosening the spokes that create tension on the rim. If a spoke or nipple have become loose or overly tight in someway, it can create dips in the rim itself, or a latteral "wiggle" that is visible while riding. Using a truing stand, you can adjust the stands "reference probes" so they are close the rim. While spinning the wheel, if it touches one of these probes, you can hear it, and the wheel will slow down if spun slowly.
