"Dr Cranky's is a really different community bike initiative that should be listed. It's kind of like a not for profit franchise system of enlisting parents to supervise a community bike shop in their local primary (elementary) school. Not sure if this has been tried elsewhere. The kids pass on bikes as they get older so the young ones dont need to buy another one. The parents help the kids do simple repairs once a week after school.
